Introduction to How PA Local Government Works
The Pennsylvania Municipalities Planning Code Act 247 of l968, known as the MPC, establishes the basic framework for a municipality in Pennsylvania to plan for community development through the preparation of a comprehensive plan. Moreover, the MPC permits a municipality to further govern development locally through both zoning ordinance and subdivision and land development ordinances.
The MPC amendments establish the goal of general consistency between municipal and multi municipal comprehensive plans and county comprehensive plans.
Proposed development in a municipality should be generally compatible with development in contiguous portions of neighboring municipalities – and the county comprehensive plan.
Municipal zoning ordinances must be generally consistent with and generally implement the municipal, multi municipal or county plan.
